INTRODUCTION

CES Consulting Engineers Salzgitter GmbH is an independent consulting engineering company with worldwide experience based in Braunschweig, Germany. CES offers solutions to complex multidisciplinary engineering tasks for all civil engineering and related sectors. CES renders services ranging from preliminary investigations to construction supervision and cost controlling, training of the clients‘ staff, advisory services in the operation and maintenance of installations, as well as the organization and strengthening of public authorities and institutions. CES works mainly in the field of development cooperation and implements infrastructure projects for national high-end clients (ministries and line authorities) funded by international donors.

CES is looking for a National/International Water and Sanitation Engineer with proven experience in biomedical waste management (f/m/d).

PROJECT AND JOB DESCRIPTION

The name of the project is ‘Strengthening the Health System – Reproductive Health and Sexual Rights Phase III’.

Togo is one of the countries with a still very high maternal and infant mortality rate (EDST 2013-2014). Underfunding of the health system has led to a lack of adequate infrastructure and qualified human resources. These shortcomings in the quality of health services are reflected in a decline in the number of people attending health centres and in the demand for these services by the population. In addition, there are problems of coordination between health players, resulting in ineffective planning and insufficient monitoring of activities. A funding agreement was signed in 2017 between Germany and Togo thanks to the German Financial Cooperation, KfW, to support the Programme de Renforcement du Système Sanitaire – Santé Reproductive et des Droits Sexuels in the Kara region. The project entitled ‘Programme de Renforcement du Système Sanitaire – Santé Reproductive et des Droits Sexuels’ aims to finance a programme to improve the use and quality of SRDS services by rehabilitating, equipping and maintaining health facilities (component 1), providing training for health staff and supporting a quality approach (component 2), as well as putting in place communication, awareness-raising and distribution measures at community level (component 3) in the Kara region. Phases I and II of the programme, showing success in implementation, have enabled a third phase to be set up, focusing on the following centres as regards component 1: construction-rehabilitation-extension, equipment and preventive and curative maintenance of equipment.

QUALIFICATIONS AND EXPERIENCE

• 5 years‘ higher education/ Degree in water and sanitation engineering or equivalent
• At least five (05) years‘ experience in the design of water and sanitation infrastructure in healthcare environments
• At least three (03) assignments to draw up a biomedical waste management plan.
• At least three (03) assignments to draw up a management plan for water safety in hospitals.
• Experience of working in West Africa
• Fluency in French
