INTRODUCTION

CES Consulting Engineers Salzgitter GmbH is an independent consulting engineering company with worldwide experience based in Braunschweig, Germany. CES offers solutions to complex multidisciplinary engineering tasks for all civil engineering and related sectors. CES renders services ranging from preliminary investigations to construction supervision and cost controlling, training of the clients‘ staff, advisory services in the operation and maintenance of installations, as well as the organization and strengthening of public authorities and institutions. CES works mainly in the field of development cooperation and implements infrastructure projects for national high-end clients (ministries and line authorities) funded by international donors.


CES is looking for an experienced international Team Leader (f/m/d) for an upcoming project:

“Central North Water Master Plan Update Study, Namibia”

 

PROJECT DESCRIPTION

The planned study is of strategic importance for the Namibian water sector. The objective is to compile a comprehensive Water Master Plan for the Central North region of Namibia, which is based on the Integrated Water Resources Management Plan for Namibia; the PEA is interested in having a sound basis to expedite the implementation process of required water infrastructure; at the same time, the existing and future surface and ground water resources will have to be used in a sustainable way. The study shall cover mainly the four north central regions, namely the Omusati, Oshana, Ohangwena and Oshikoto regions as well as some parts of the Kunene region. The Master Plan shall present the basis with the most technically feasible and economically sustainable concepts of staggered investment measures to be implemented considering climate change conditions as well as environmental and social requirements. The target group of the project comprises all people, commerce, administration and industry living in or being situated in the Central North region of Namibia.


JOB DESCRIPTION

Analysis and consideration of substantial amount of existing and ongoing studies, investigations, research projects and documents about water resources, improvement of infrastructure and other related aspects; Assessment of long-term availability and quality of existing conventional and non-conventional water resources (surface and ground water) including transboundary aspects with Angola; Analysis of current water consumption pattern and projection of future water demand for different consumer groups; Gap analysis with assessment of potential institutional adjustments regarding NamWater’s future responsibilities for bulk water supply in the area to commercial users and communities in urban and rural settings; Analysis of the status-quo and the capacity of NamWater’s existing water infrastructure and preparation of concepts for future improvements and extensions; Development of optimized and sustainable technical and operational concepts for water resource management and bulk water supply including aspects of improved NRW, energy optimization and enhanced operational strategies; WASH assessment; Environmental and social impact assessment; Impacts of climate change; Development of investment planning with staggered implementation phases; Proposals for first priority projects to be implemented; Cost estimates, financial and sensitivity analyses and tariff study.


QUALIFICATION AND EXPERIENCE

  • Master’s degree in Civil Engineering/ Hydrology/ Water Resources Management or similar relevant for the assignment
  • 15 years of general professional experience
  • 10 years of experience as Team Leader/ Project Manager for projects in the field of water resources management
  • At least 5 years of proven experience in the preparation of Water Master Plans, Feasibility Study and similar
  • Experience in management and financial administration of donor-funded projects is required; esp. of German Financial Cooperation
  • Experience with working-conditions in developing countries with focus on Southern African countries with socio-economic conditions similar to Namibia
  • Previous work experience in Namibia is a clear asset
  • Proficiency in the English language
